Before the Thomas Coup in 2296/7, the Confederation used a form of voting known variously as Single Transferable Vote, Instant-Runoff Voting, Preferential Voting, or Alternative Vote.
This method allows individuals to 'rank' candidates in preference from 1 to 3. All first choices are added together to create the first tier of results; if a candidate has a majority to create a winner, the process stops. If no winner has been determined, the candidate in last place (with the fewest votes) is eliminated and their votes are assigned to the candidate in position 2 for those votes. The process repeats until a candidate has a majority for victory.
Rather than the President being both head of state and head of government as in the AEU and League, the Confederation split the roles so that the President remained head of state and retained overall control, but a Prime Minister was instituted as head of government.
Voters would vote for both the President and a chosen Party, which did not have to match. The Prime Minister would be the leader of whichever party ended up winning the election. While initially the President and Prime Minister would be from the same party, over time it became less common to the point where it was often a coin flip whether a President would share the party of the Prime Minister - until Robin Domon and Courtney Brown.
Today, general elections do not take place and there are no votes. The military junta currently known as the 'provisional committee' makes all decisions.
The population of Fringe space is approximately 25 billion.
The capital world is Chetumal, with the seat of Fringe government technically residing on the battle barge, a huge hovering war machine constructed after the 2296/7 coup. During the Outsider assault and subjugation, the battle barge was heavily damaged and was forced to crash-land several miles outside the city of Yaxchilan, approximately 50 miles from Chetumal City. The battle barge today has been repaired and is now a fully functional battle platform.
